Ely Modular Housing Project (78 Properties)
Project Overview
Ely was a distressed project owned by Savills Investment Management and constructed as a modular build by Tophat. After Tophat ceased trading in late 2024, Route 5 were appointed as Project Managers and Quantity Surveyors to complete the development.
The modular units were in varying stages of completion, with many internal differences and unfinished civil works. Significant technical civil issues were also inherited on site.

- Appoint and manage subcontractors to complete the project
- Resolve all technical issues on site
- Complete section agreements and planning conditions
- Issue and control a cost-to-complete plan
- Programme and oversee the completion of works
Timeline
January 2025
- Initial site visit and assessment
- Full audit of outstanding materials
- Review of technical problems
- Setup of ongoing design and project meetings
February
- Start procurement of contractors and materials
- Liaise with planners, Highways, and Anglian Water
- Agree civils programme
March
- Site works paused to arrange insurance
- Civils delayed due to conflict with mains installed by Tophat
- Outfall connection issues encountered
- Main subcontractors appointed
April
- Delivery of ASHPs and white goods to enable internal works
- Final subcontractor procurement
- Service cable/pipeline diversions and road redesign required
May
- Additional tap and jointing works identified (some plots on-site for 18+ months)
- Contractors appointed and programme agreed
- All plots reach watertight status
- Scaffolding removed
June
- Painters return to site
- Joiners begin 3rd fix work
- Road issues resolved with Highways; civils costs agreed
- Civil connections still under negotiation
Completion Target
The goal is to complete by the end of October. This is subject to confirmation once road space is booked for the 278 works.
